12. Preserving memory and implementing usage restrictions
Controlling sources and impacts on the environment is not an end in itself, but a means of controlling risks. As a result, it is essential to ensure that the level of residual pollution on the site matches the uses to which the environment is put. Furthermore, if the principle of treatment according to use is to endure over time, knowledge of potential risks must be as complete as possible and accessible to the greatest possible number of people.
Two different memory-keeping systems have been set up:
collective memory by making BASOL and BASIAS inventories available on the Internet;
memory at site level, through use restriction mechanisms which, for a given site, make it possible to keep track of the rehabilitation actions implemented and the uses compatible with the state of the environment....
