8. Security exercises and crisis management
The measures described above are supplemented by exercises designed to verify the relevance and sustainability of the measures adopted, in particular for the implementation of safety and security emergency plans. There are three levels of nuclear security exercises:
local drills organized by the operator without the participation of public authorities; these may be alert or mobilization drills, or tests of specific procedures or teamwork by protection services;
local exercises organized by an operator with the participation of local public authorities, in particular to test their alert and mobilization procedures and their coordination with the operator;
national exercises organized by the authorities, the aim of which is to test the general organization and coordination of...
