2. French nuclear safety system
France's nuclear safety system is based on the following guidelines:
the establishment by the public authorities of a body of laws and regulations designed to protect nuclear materials, their installations and transport against malicious acts; this body covers both the protection of nuclear materials against the risks of theft and detour, and the protection of installations and transport against the risks of sabotage;
the designation of a competent authority for nuclear safety, namely the Minister for Energy; it should be noted that this authority is distinct from the authority in charge of nuclear safety control, the Autorité de sûreté nucléaire (ASN);
a regulatory system built around three pillars: prior authorization for any activity involving nuclear materials, public...
