In the field of nuclear energy, the protection of people and the environment is based on :
on the one hand, nuclear safety and radiation protection provisions; these provisions are intended to prevent incidents or accidents of internal or external origin at the facility (resulting from natural phenomena or from material or human failures) and, where appropriate, to reduce their consequences;
safety measures designed to prevent malicious acts and, if necessary, reduce the consequences of those perpetrated despite the preventive measures.
On this second point, two families of risks can be distinguished:
