This lessons-learned presentation describes an example of the implementation of a noteworthy organizational innovation in territorial communities. Initially focused on collaborative project implementation, the innovation grew to be a global project. This lessons-learned presentation explains the main components of the approach followed. It gives a detailed analysis of change management, reports some results, and makes a first assessment report.

INTRODUCTION
As part of their electoral commitment, the elected representatives of Parthenay's local authorities intended to carry out projects of varying scope, but also wanted to be in a position to seize opportunities as well as requests that might arise during the course of their mandate, and put in place appropriate projects. Once they had been validated, their implementation had to be able to mobilize internal and external players in a project management dynamic. To achieve this, Parthenay's elected representatives wanted to implement a collaborative project management system that would bring together all the players involved in preparing, validating, implementing and sustaining a single project. Initially limited in scope, this initiative to implement collaborative project management has grown into a global project with multiple dimensions. This feedback highlights the essential role that impact studies and consideration of stakeholder dynamics can play in the implementation of change management as a key component in the success of a large-scale project.
