1. Project background, issues and objectives
1.1 Context
In 2009, the communauté de communes de Parthenay (Parthenay community of communes) is an intercommunal structure located in the Deux-Sèvres department, grouping six communes around the town of Parthenay and managing a total of 17,000 citizens. To this are added "la ville" and the "center communal d'action sociale", making the three Parthenay communities. At the forefront of e-government deployment, and a 5@ Internet city since 2001, these communities are pilot sites for numerous national experiments. These include, for example, the day-to-day management of citizens' lives (Carte de Vie Quotidienne), the adoption of the local authority management system, including accounting, but also the dematerialization of receipts and mandates, the use of modern means of payment, etc....
