Each National Committee may have one voting delegate in each division. One of these delegates is appointed by the bureau as director of the division concerned. Any CIE member country may be represented as an expert or corresponding member of each technical committee.

All CIE work in the scientific and technical fields is carried out under the responsibility of the national committees. Through these delegates, the national committees are kept constantly informed of the progress of the CIE's work.

The CIE calls on the collaboration of experts in a wide range of fields: architects, designers, engineers, physicists, physiologists, psychologists, doctors, lighting specialists, and so on. The value of the CIE's work is closely linked to the ability to recruit these diverse experts.
