Box 1 – History of European standardization

In the first phase, hydraulic road binders were the subject of an Avis Technique procedure in France.

European standardization work in the field of hydraulic road binders began in the 1990s, on a totally voluntary basis, within the framework of CEN (European Committee for Standardization), within Technical Committee 51 (cement and building lime). The aim was to draw up product specification standards.

A European pre-standard ENV 13282 was adopted in 1999. Although not mandatory, this standard represents a European consensus on the definition of hydraulic road binders. Numerous countries have since published national standards that largely, if not entirely, take up the provisions of this pre-standard....
