To understand the application of functional dimensioning, you need to understand the difference between the various drawings used in industry (assembly drawing, definition drawing, manufacturing drawing), their role in obtaining the product, and what is meant by a good or bad part in terms of minimum production cost. The advantages of functional dimensioning over conventional (or arbitrary) dimensioning, and the respective roles of the design and engineering departments in the dimensioning of parts, will be readily apparent from these concepts.
