2.1.1 Legal obligation of eco-design
All Member States must take measures to prevent the environmental impact of packaging, in accordance with Directive 94/62, which stipulates that the obligation applies to all packaging placed on the EU market and to "all packaging waste, whether used or disposed of by industry, commerce, offices, workshops, services, households or any other level, irrespective of the materials of which it is made" (dir. 94/62, articles 1 and 4 to 6).
