12.1 Financing water services
The costs of collecting, producing and distributing drinking water and treating wastewater are borne by the users (subscribers) of these public services. The principle is "water pays for water". The amounts collected from customers through billing are used to finance the operating and investment costs of the water and wastewater utilities.
