1. Regulatory and standards context

The three Seveso directives (Seveso I in 1982, Seveso II in 1996 and Seveso III in 2012) on major accidents involving dangerous substances have defined a Europe-wide regulatory framework for the prevention of major accidents at high-risk industrial sites [G 4 250] .

These successive directives were most often enacted in the wake of major technological accidents that left a lasting impression on public opinion.
