2. HRA for managing the impact of industrial emissions
2.1 The role of HRA and the move towards an integrated approach
Since the early 2000s, HRA has been used to draw up the "health component" of impact studies for facilities classified for environmental protection (ICPE). This obligation was introduced by the decree of September 21, 1977, in application of Law no. 76-663 on ICPEs, and reiterated by Article 19 of the 1996 Air Act. Until 2000, however, there was no methodological guide to its implementation.
The content of the impact study is defined (since the application of decree no. 2011-2019 of December 29, 2011) in article R. 122-5 of the Environment Code, supplemented, for facilities subject to authorization, by article R. 512-8 of the Environment Code.
