2. Concertation actors

This chapter sets out the roles and/or missions of the various players (State, government, CNDP, guarantors, elected representatives, prefects, project owners, responsible public authorities, experts, citizens, etc.) involved in a consultation process, whose smooth running, which includes transparent information for all concerned citizens as far upstream as possible, while giving them the opportunity to participate effectively, should lead to an accepted public decision.
