Sylvie FERNANDEZ: Head of environmental development at the French Standards Association (AFNOR)
INTRODUCTION
Among the flurry of initiatives launched since sustainable development came to the fore, sometimes forgetting that the environment is one of its essential pillars, standards hold a special place: in contrast to the conceptual character often given to this theme, standards enshrine the entry of environmental protection into the everyday realities of economic and industrial life, of business management, into the realm of the "operational" in the truest sense of the word.
Everyone recognizes the need to reconcile competitive businesses with the preservation of our natural heritage and living environment. The standard plays a driving role in promoting environmental progress, by stimulating healthy emulation and encouraging professionals to harmonize their attitudes, methods and performance at the highest environmental level.
The environmental field is characterized by the involvement of a large number of partners, such as consumers, environmental protection associations, laboratories, manufacturers, local authorities and, of course, public authorities.
Standards can be invaluable tools in the application of public policies and regulations: far from replacing them, they can facilitate their practical implementation. This gain in efficiency is due to the spirit of consultation and the principle of consensus that governs the preparation of standards.
The development of French standards, which we then defend at European and international level, are all tools to facilitate the dissemination of our methods and know-how for French companies in these markets.
In the environmental field, standardization plays a key role in measuring pollution and environmental quality. The work undertaken over the last few years has resulted in a set of internationally recognized measurement standards, which are essential for any serious assessment of environmental impacts. Indeed, without a recognized reference document, any assertion can be made without its reliability being assessed.
The following paragraphs outline the main thrusts of environmental standardization, as defined in general terms by the Environment Strategic Orientation Committee.
