1.1 Key definitions

Best Available Technique, BAT: BAT is defined as the most effective and advanced stage in the development of activities and their methods of operation. They must demonstrate their practical suitability as a basis for emission limit values aimed at avoiding and, where this is not possible, generally reducing emissions and the impact on the environment as a whole.
By "best" we mean: the most effective techniques for achieving a high general level of protection for the environment as a whole.
By "techniques" we mean both the techniques employed and the way in which the plant is designed, built, maintained, operated and decommissioned.
