4. Best REFerences (BREFs) of BAT support materials

BREFs, or Best REFerences, are the documents that describe the BATs available. BREFs evolve as BATs evolve, so the development of BREFs is a dynamic process.

The circular of July 25, 2006 describes the Community's doctrine on BAT and, in particular, how BREFs are to be drawn up. To this end, it sets out the procedures for the so-called "Seville process", in reference to the city that hosts the European IPPC Bureau (EIPPCB). This bureau is responsible for coordinating the drafting of BREFs between member states on the one hand, and between authorities and industry on the other.
