4. Transport noise regulations and policy
Regulations are a public policy instrument for effectively combating noise. A distinction is made between, on the one hand, regulations aimed at reducing emission levels from noise sources such as motor vehicles, trains and aircraft, and, on the other, regulations aimed at limiting exposure levels for people living near transport infrastructures (roads, railroads, airports).

In the mid-1980s, almost half the French population was exposed to an outdoor daytime noise level of over 55 dB(A). At the same time, 28% of the population was exposed to a level above the threshold recommended by the 1992 Noise Act (table 1 ).
