4. Regulations

4.1 Decree of April 3, 2000 on the paper industry

The paper industry has its own decree, the "arrêté relatif à l'industrie papetière du 3 avril 2000", which sets out the environmental protection requirements applicable to pulp, paper and cardboard manufacturing facilities. The prefectoral decree authorizing operation may lay down more stringent provisions than those prescribed in this decree.

For the application of this decree, six classes of paper and cardboard manufacturing are defined according to the main raw materials used in their composition (new pulp fibers or recycled fibers, with or without fillers and/or coating products), which are likely to increase the pollutant load of effluent discharges. Special" papers do not belong to the six classes defined...
