3.1 Basic safety principles (article U 8)
In view of the specific nature of the establishments referred to in Articles U, due to the particular conditions of their operation and the inability of some of the public to evacuate or be evacuated quickly, it is specified that in order to comply in particular with the provisions of Article R. 123-4 of the French Construction and Housing Code, the level of safety of the entire establishment is based in particular on the horizontal transfer of people unable to move by their own means at the start of the fire, to a contiguous and sufficiently protected area.
Vertical evacuation of these people should only be considered in cases of extreme necessity.
