6. Planning safety activities
The aim of the public authorities is to establish, as part of a security approach, relevant provisions designed to prevent malicious acts against nuclear materials, the facilities in which they are held or the transportation of these materials. These provisions essentially comprise two complementary components. The first covers planning provisions, based on the definition and existence of reference threats, and the preparation and implementation of security plans. The second relates more specifically to the security measures deployed against the risks of theft or detour of nuclear materials, or sabotage that could lead to the release of radioactivity into the environment.
