7. Operator obligations
The protection of nuclear materials is based on physical protection provisions and physical tracking and accounting provisions, the latter being primarily designed to detect any theft or detour of such materials as quickly as possible. A significant change in approach compared with previous regulatory requirements is the extension of the protection of nuclear materials, their installations and transport to include acts of sabotage. It should be noted that the first legislative and regulatory provisions for the protection of nuclear materials essentially concerned the risks of theft and detour.
