8. High-risk hazardous materials security

High-risk dangerous goods are hazardous materials which, if diverted from their original destination and misused for terrorist purposes, could cause serious damage, loss of life or massive destruction. Since 2005, chapter 1.10.3 of the ADR has defined a restrictive list of references whose movement must give rise to the definition and implementation of a security plan designed to minimize the risk of theft or misuse of these goods. These plans must include :

  • a scheme of responsibilities between stakeholders;

  • evaluation and testing procedures ;

  • protective devices, equipment or systems installed on board units carrying these products.

These references may only be issued for transport purposes to duly identified carriers and crew members....
