7. Identifying rescue actions
The principle of defense in depth, used in particular in the nuclear industry, consists in setting up successive lines of defense up to those which enable us to reduce the consequences of an accident by correctly managing crisis situations. It is very important to apply this principle by planning the emergency actions to be taken in accident situations deemed to be of high severity.
Given the lack of certainty we generally have about the impossibility of a dangerous situation arising, this stage should be based on hazards rather than risks. Indeed, it is by anticipating these actions that we can reasonably prepare for situations that are too unlikely to require major prevention or protection efforts.
For all non-benign hazards, it is necessary to plan appropriate actions to manage post-accident situations and avoid worsening the consequences....
