3. Implementation
The implementation of the QOC is based on two main elements: taking stock of the situation and defining the organization and resources to be deployed, using procedures.
The method is based on the following chronology:

preparation of the elements required for an initial COQ assessment,
calculation of COQ and global components,
calculation of basic indicators and preparation of dashboard ;
