1. Waste admission
Defining the conditions under which waste is accepted is no easy task, as the result is a matter of compromise between at least three approaches.

A "comprehensive waste management policy" approach
In this case, the landfill can be "used" as a lever to encourage citizens, or waste producers in general, to adopt other practices. One example is the concept of "ultimate waste", which is the only type of waste that will be authorized from July 1 2002. Although capable of adapting to and treating the waste produced by households, landfill will see its role diminish as the categories of eligible waste are reduced, providing a strong incentive for recovery, recycling and reclamation.
