4.1 Management and governance concepts
As transboundary watersheds are shared by several states, it is necessary to set up common management structures and governance in order to manage them fairly and sensibly.
The United Nations Development Programme (UNDP) defines water governance as "the set of political, social, economic and administrative systems responsible for the development and management of water resources and their distribution".
Water governance deals with how decisions about water are made: how, by whom and under what conditions
