 INTRODUCTION

Every player in the building sector can and must act, not only by making a positive contribution to reducing its impact on the environment, thus participating in the overall movement of society, but also by respecting its own economic and social constraints in seeking the optimal energy choice for new construction or building renovation.

What will be the impact of project owners' decisions in terms of quality of use and final service, immediate but also medium- and long-term economic equilibrium, security of supply, environmental impact, commercial "image" or exemplarity?

And will project owners be able to take advantage of the new rules on competition and transparency in the energy markets?

These are the main questions to which this dossier will attempt to provide some answers, by facilitating understanding of recent developments in the global and local energy context.

This booklet is aimed primarily at decision-makers, whether they are owners, developers or building managers, but also at professionals in the building sector, architects, design offices, construction economists, installers, etc., to help them design their bids by integrating elements of energy and environmental optimization, in particular through the High Environmental Quality (HEQ©) approach, and by developing their arguments in this sense.
