2. Regulatory aspects of homemade recipes
First of all, it's important to remember the definition of a cosmetic product as given by Regulation (EC) No. 1223/2009, i.e. "any substance or mixture intended to be placed in contact with the superficial parts of the human body (epidermis, hair and capillary systems, nails, lips and external genitalia) or with the teeth and mucous membranes of the mouth for the exclusive or principal purpose of cleaning, perfuming, altering the appearance of, protecting, maintaining in good condition or correcting body odours". .
