The development and implementation of a free instruction set requires the support of an ever-growing community around :

software development (simulators, debuggers, compilers and libraries, loaders and monitors, operating system kernels, Linux distributions, real-time operating systems, etc.).
A RISC-V foundation was created in 2015. It had in May 2019 more than 250 members ( https://riscv.org/ ) :
