3. Cost of underground
In the case of new network construction, the distributor will have to decide whether to build overhead or underground, which raises the question of the cost differential between the two technologies, and whether or not to accept an additional cost compared with the overhead solution, assuming that the latter is always more economical.
In the case of undergrounding an existing network for which there are no constraints justifying work, the distributor will have to consider the economic efficiency of the planned investment. Is it worth investing in order to eliminate this structure, for aesthetic reasons or to secure the supply? The aim is to achieve this undergrounding at the lowest possible cost.
