4. Conclusion

These few points should give us a better understanding of the air-ground balance in France. A few key points are worth highlighting:

  • distributors and the French government have clearly stated their political will to give priority to underground solutions, and consequently to reduce unit and system costs;

  • distributors must constantly strike a harmonious balance between operations designed to improve the integration of networks into the environment and operations designed to increase the level of safety of the power system; these two technically similar approaches serve very different purposes;

  • the evolution of landfill can only be gradual, given the scale of the sums involved. The pace of this evolution is a political choice, which does not depend solely on distributors....
