2. Land management

2.1 Adopt a proactive land policy

Land is a key factor in the development of an area and/or the implementation of an urban project. Local authorities need to define a proactive, long-term land policy to determine the strategic sectors over which they will exercise land control as their projects evolve. They therefore need to address the land issue as far upstream as possible, so as to have the land required for these projects at the right time. A local authority may also decide to mobilize land for a specific project, or even develop a strategy for mobilizing the unavailable space needed to carry it out. Assessing the mutability of land should be an integral part of a local authority's policy.
