4.1 Building issues
With an average annual primary energy consumption of 240 kWh/m 2 for existing buildings, compared with 50 kWh/m 2 for new buildings, the building sector is one of the keys to achieving substantial energy savings and thus reducing greenhouse gas emissions. This effort would also help reduce energy bills, lower costs for households and managers, improve the well-being of occupants and give a new boost to employment in the building industry.
