3. Protection through land control
Regulation and land management are the two main means of ensuring effective protection of natural areas. These protection tools need not be opposed, as they meet different requirements and do not produce the same effects. Rather, they are complementary, with regulations facilitating land management in areas where land pressure is greatest, and land management making coercive regulatory measures more socially acceptable.
It is interesting to note that the efforts made to ensure greater control over the most valuable natural areas, with the creation of the Conservatoire de l'espace littoral et des rivages lacustres, a State-owned public body, and the regional conservatoires d'espaces naturels, which are private-law structures, have developed as a counterpoint and complement to the new legislative and regulatory provisions....
