9. First-phase developments
The three main sites, totalling 30 GW, are very attractive, but will not be equipped until more modest developments have optimized techniques, verified impacts and specified costs.
It therefore seems a good idea to study which sites would be favourable, in the range of 0.5 to 1.5 GW, in order to select two to be built by 2030.
Such a development will in fact be a semicircular lake with a 10 to 20 km footprint along the coast: it must have a favorable impact on the environment by protecting the coast while maintaining the rhythm and amplitude of the tides in the lake (reduced by 1 to 2 m at spring tide). It must not impede access to existing harbors, but could enable the creation of an all-weather yachting and fishing harbor at a rooted location.
