3. International situation
Internationally, only Japan and France appear to be supporting ST other than by intention. These countries have clearly stated programs, involving the development of advanced but different separation processes, materials testing in RNR and the construction of innovative RNR prototypes by fixed dates (between 2020 and 2025). In the USA, RNRs are seen as plutonium incinerators, and the situation is uncertain as regards ST. Major programs such as AFCI (Advanced Fuel Cycle Initiative) involving industry and national laboratories are being reoriented towards basic studies, following the recent freeze on all projects. France plays an important role in the European and international ST arena.
