3. Emergency management

3.1 Accident on a plant

Activating the crisis organization in the event of an accident involving an INB, an INBS or the transport of radioactive products, and implementing emergency plans, requires coordination between the various entities responsible for decision-making, expertise, communication and action, respectively. Figure 12 illustrates this coordination in the case of an accident affecting a PWR. Protocols govern alert, communication and consultation procedures between the safety authorities, IRSN and each nuclear operator. The system's effectiveness depends first and foremost on early warning.
