6. Vigipirate plan
The Vigipirate plan changed on February 20, 2014.
The Vigipirate plan is a governmental plan that falls under the authority of the Prime Minister and involves all ministries. It is a central tool in the French counter-terrorism system, which recognizes that the threat of terrorism remains at a high level for some time to come. It is a permanent system of vigilance, prevention and protection, which applies in France and abroad, and involves all the country's players: the State, local authorities, operators likely to contribute to protection and vigilance, and the general public.
For several years now, the Vigipirate level has been red. Moving to scarlet would have meant blocking the entire country. A revision was therefore necessary in 2014, following several updates in 2000, 2002, 2003 and 2006....
