5.1 Responding to needs

The method as described :

• responds to an ethic:

  • ensure that a plant has taken into account the risks it may generate. To do this, it uses a deterministic approach, supplemented by a probabilistic approach insofar as it has been possible to quantify the probabilities of the major accident scenarios identified,

  • Introduce a negotiation phase on the objectives to be achieved, involving if possible all the players concerned and thus facilitating communication at all levels;

• integrates the applicable regulations but goes further by identifying means of prevention and protection for events that are not covered...
