4. Notification of draft standards
All new draft national standards and technical regulations are notified to the Commission at European level and to the WTO at international level (see Note).
Note :
following the agreement on technical barriers to trade (TBT agreement) for products, and reaffirmed by the recent agreement on trade facilitation (AFE), and following the famous directive no. 98/34, since amended, repealed and replaced by EU directive no. 2015/1535 of September 9, 2015 pending a future agreement (GATS) on services.
In this way, any new draft standard is public and should not be superimposed on an existing standard. This should prevent the juxtaposition of competing standards. In reality, however, this is more complicated. A new standard, on a type of bolt for example, can be seen as a competing standard...
