3. Report and conclusions of the investigating commissioner
3.1 Report
Particular care must be taken in drafting the report and conclusions, which must be presented in two separate documents, to limit disputes.
First and foremost, the report must be as exhaustive as possible in its account of the course of the investigation by :
outlining the issues at stake (name and position of the person in charge of the project, rationale, regulatory references, etc.);
specifying the actions, investigations and other initiatives of the investigating commissioner (site visits, people and organizations contacted with questions and answers, additions requested to the file, etc.);
