2.1 Major accidents and their impact on French regulations
The imperial decree of October 15, 1810, on factories and workshops that emit unhealthy or inconvenient odors, defined the basis for legislation on classified installations and laid the foundations for a nomenclature. The explosion at the Grenelle gunpowder factory on August 31, 1794, which killed over 1,000 people, seems to have been the reason for this decree .
