4. Obligation of public participation
The purpose of public participation is to ask the public for its opinion on a project for a facility classified for environmental protection (ICPE) or on a draft text applicable to such facilities, before the final decision is taken. This concerns decisions "with an impact on the environment" .
the initiation and organization of public participation procedures are the responsibility of the public authority competent to authorize the proposed BPI or in charge of drafting the text applicable to BPIs.
