3. Proposed objectives and strategies
Over the long term, taking into account, on the one hand, known trends in energy prices, constraints on GHG and pollutant emissions, demographics and urbanization, as well as "external" objectives (factor 4, air quality, CO 2 emissions) and, on the other hand, uncertainties concerning public and private budgetary resources, lifestyles and consumption patterns, the proposed overall objective is:
Identify and promote the most efficient solutions for transporting goods and mobility, or for immobilizing people, throughout the territory, to enable them to carry out their activities, reorganizing them if necessary.
