2. Oslo: for integrated, low-carbon, multimodal mobility
Oslo, the Norwegian capital, is a metropolis on a human scale, with just 600,000 inhabitants within its walls. And yet, it's highly attractive and dynamic, attracting 10,000 new residents every year. This makes it a particularly fertile ground for experimenting with new dynamics, and why not become a European example. In 2015, Mayor Marianne Borgen and her "progressive" coalition embarked on a far-reaching process of transformation. A process largely based on the logic of the "climate budget" (a world first). The climate is at the heart of the municipal budget, making it a cross-cutting and inescapable subject. A subject that permeates all seven municipal departments, including education, transport, sustainable urban development and health.
