4. Mini-factories in developing regions

Here, the situation is different, both from region to region and in comparison with industrialized countries.

4.1 Historical development

By definition, these developments are more recent than in the old industrial countries, but in some regions, the development of mini-mills is already well established. These are often relatively small countries, equipped with very small mini-factories, or rather micro-factories. The graph in figure 7 shows that, according to a 1980 study, most of these plants had capacities of less than 200,000 t/year, with average values of :
