5.1 Dynamic MOA MOE
Most of what has been learned in IT project engineering is now well documented, in particular in the IEEE standards corpus, Software engineering collection, which has been regularly updated since the early 1980s. The current collection includes some forty standards, all of which are of great interest. The knowledge thus accumulated is essentially descriptive and static.
The real problem for project managers, then, is not knowing what to do, provided they have the expertise required for the job, but knowing how to do it, at the right moment, depending on the project situation at the time.
