1.1 Need to know the radio environment
Man cannot escape his electromagnetic environment, whether natural or artificial. It's clear that emission sources are proliferating, exposing modern man to an environment that his predecessors never experienced, with the obvious exception of natural fields. Faced with this electromagnetic pollution, and at the health level alone, it's perfectly legitimate to ask questions about these exposures and their power levels.
