2. Safety measures

In response to the growing number of acts of unlawful interference with civil aviation since the 1960s, the International Civil Aviation Organization (ICAO) has published a series of recommendations for member states. ICAO defines security as "a combination of measures and human and material resources aimed at protecting international civil aviation against acts of unlawful interference" ( , chapter 1 er ).

It recommends that "each contracting State" take "measures to prevent weapons, explosives or any other dangerous devices which may be used to commit an act of unlawful interference and the carrying or transport of which is not authorized, from being introduced...
